Quarries Skills Certification Scheme (QSCS) ________________________________________________________________________________

ABOUT

The Quarries Skills Certification Scheme (QSCS) provides for the training, assessment, certification and registration of non-craft operatives in Quarrying. The Quarries Skills Certification Scheme was developed following detailed consultation with the social partners (Construction Industry Federation and ICTU), the Health and Safety Authority and specialist working groups. The consultation focused on identifying the training needs and occupational standards required for a range of occupations in Quarrying.

The aim of the QSCS is to enable participants to apply the skills and knowledge that are associated with their occupations in Quarrying. 

LEGISLATION

Information on QSCS is provided under Schedule 1 of the Safety, Health & Welfare at Work (Quarries) Regulations 2008. This schedule provides the list of the occupations which are covered under the Quarries Skills Certification Scheme,  click here for occupations.

Individuals working in any of the occupations listed in Schedule 1 of the Quarries Regulations 2008 are LEGALLY REQUIRED to be in possession of a current SOLAS QSCS Registration Card.

ELIGIBILITY

Applicants must satisfy the candidate profile for the skills category for which they are seeking a SOLAS Registration Card. Further information may be obtained from QSCS Approved Training Organisations (ATOs), click here for list of ATOs.

Operators, who successfully complete a QSCS training and assessment programme, are awarded QQI Certification and are issued with a QSCS Registration Card. Operators may add further categories to their cards by successfully completing additional programmes. For single-skill category registration cards the card is valid for five years from the date the card is issued.  For registration cards with two or more skill categories listed the card is valid for 5 years from the most recent renewal date for all skill categories documented on the card or if a new skill category is being added.

RECOGNITION OF QUALIFICATIONS

SOLAS, through its Construction Services Unit (Operations Section) has a system in place for the recognition of qualifications of citizens of EU Member States wishing to operate in the construction sector in the Republic of Ireland. The process is governed by S.1.No.139 of 2008 - Recognition of Professional Qualifications (Directive 2005/36/EC) Regulations, 2008.

The recognition process only applies to the regulated occupations contained in Schedule 1 of S.I.No.28 of 2008 – Safety, Health and Welfare at Work (Quarries) Regulations 2008.

QSCS COURSE PARTICIPANT FEE

Each Approved Training Organisation (ATO) charges a participant fee for attendance on a QSCS training programme. The participant fee covers the cost of the training programme and also includes a charge for QQI certification and for the administration of the QSCS Registration Card by SOLAS. ISSUING OF QSCS REGISTRATION CARDS

First Issue of QSCS Registration Card:-
SOLAS processes your QSCS Registration Card when, on completion of your training, your QQI certification is approved and your Approved Training Organisation (ATO) submits your application form along with the fee payable to SOLAS for the administration of the QSCS Registration Card. SOLAS will then co-ordinate arrangements for the designated printing company to issue your QSCS Registration Card directly to your ATO. It is the responsibility of the Approved Training Organisation (ATO) to issue you with your QSCS Registration Card.

Renewal of QSCS Registration Card:-
Experienced Operator Cards must be renewed every five (5) years to ensure that the photograph of the card holder is current.  Applicants can apply for a renewal card by submitting the completed Renewal Form, a current passport sized photograph (signed on the reverse) and a postal order or bank draft for the appropriate administration fee made payable to SOLAS, click here for QSCS Renewal Form

QSCS Registration Cards which are being renewed are sent by the printing company directly to the individual requesting the registration card. Renewal cards are generally issued within 2-3 weeks of receipt of fully completed Renewal Form and correct payment.

Replacement of QSCS Registration Card:-
If your card has been lost, stolen or damaged you can apply for a replacement card by submitting the relevant Replacement Card Form, a passport sized photograph (signed on the reverse) and a postal order or bank draft for the appropriate administration fee made payable to SOLAS (see below for Card Fee Structure), click  for QSCS Replacement Form.

QSCS Registration Cards which are being replaced are sent by the printing company directly to the individual requesting the registration card. Replacement cards are generally issued within 2-3 weeks of receipt of fully completed Replacement Form and correct payment.

CARD ADMINISTRATION FEE STRUCTURE

The Quarries Skills Certification Scheme is divided into the following three categories. Each category is assigned a separate Registration Card.  Each Registration Card carries an administration fee of €25. For example, if you tick just one or several skills under the Plant Category the card administration fee is €25. However, if you tick Site Dumper in the Plant Category and if you request a card for Shotfiring in the Shotfiring Category the card administration fee is €50.

DATA PROTECTION

Information provided by Applicants or others (such as the Training Provider) will be processed by SOLAS for the purposes of assessing, providing and administering the Quarries Skills Certification Scheme, conducting research in relation to SOLAS services, SOLAS fulfilling its statutory functions and complying with legal obligations. SOLAS may share the information with others in countries inside and outside of the European Economic Area for these purposes including with SOLAS's agents or service providers, such as ETBs, potential employers, government/state authorities (including the Department of Social Protection) and as otherwise required by law. SOLAS respects the confidentiality of information provided and will process and store it securely.
